Democrat Rep. Hank Johnson Afraid Island of Guam Will "Tip Over and Capsize" if 8,000 U.S. Marines Added - Video 3/31/10
UPDATED April 3, 2010: I came across information that Rep. Johnson has suffered from Hepatitis C, and that it is possible this impacted his thinking and resulted in his statements about Guam. Newsweek ran a story on the information, but said when contacting Johnson's office, his people never mentioned it as a possible cause. The article states that a March 12 press release from Johnson said he is now "feeling good."
From Newsweek: "This article originally stated that The Atlanta Journal-Constitution article ran this Monday. In fact, it ran Monday, Dec. 7, 2009. Johnson's office informed me today that the congressman is finished with his treatments and—according to a March 12 press release—feels good, though he remains committed to raising awareness and funds for hep C prevention and treatment. We regret the error. You may now resume mocking his Guam comments."

The stunned Admiral he was talking to in a congressional hearing responded tactfully, saying "We don't anticipate that."
You might note that Johnson seems to believe in man-made Global Warming too, from his comments!
