Here is video of President Ronald Reagan delivering his second inaugural address on January 20, 1985. Reagan was re-elected in the 1984 election in a landslide over Democrat Walter Mondale, winning 49 states.

Reagan took the Oath of Office and delivered his address inside The Capitol Building in Statuary Hall as a result of bitterly cold weather in Washington, D.C. Reagan decided it would be too dangerous for people to be outside and made the decision to move the inauguration indoors.
